Clone HD to new motherboard with new key?

Can I clone my old HD to a new HD, install it on a whole new PC and buy a new windows key to register it? or do I have to do a clean install when moving to new hardware?

Thanks! There is got to be a easier way to transfer settings to a new install, especially windows 10 since there are a lot of things that update/do stuff automatically that I turn off.
 


Windows 10, i downloaded it from microsofts website and did a clean install then purchased a digital key from a auction site.

That's just for the licensing/activation.

It still needs a fresh install with the new parts.
