CMD Diskpart doesn't respond

Hi

I want to format my laptop cause it gets stuck on the Windows start up screen

I tried system recovery but it also gets stuck on the blue start up screen

so I opted for the CMD diskpart>>> Clean all option however diskpart itself doesn't respond... the command blinks for hours... I even left it overnight, still no response

What do I do to format my laptop?

usually your laptop will have a hidden recovery partition--accessed by pressing a certain key at start up which key depends on the maker

or if you can get far enough by pressing f8 when it starts then selecting repair it should also offer factory recovery

That sounds like your hard drive might be dead, but also, you cannot run that command from the recovery partition because it will try to wipe the whole disk. That includes the recovery partition, and since it's running, it won't do it. If this is the case, and for some reason your hard drive is not damaged, then you will have to do this from the Windows install disk (or a bootable USB). But there's no need to run diskpart, you can just delete all partitions from the setup wizard.
