Cmd doesn't work in lock screen?

I created a simple cmd file with the command "nircmd.exe setsysvolume 65535"

Basically it just raises the system volume to 100%.

I tried using task scheduler to wake the pc from sleep and run the command at a certain time, however, it seems cmd's don't seem to execute while the PC is locked.

Any idea around this without sacrificing password lock?

Im on windows 8.1 FYI

User account needs to be an admin and under scheduled tasks there should be an option "Run whether user is logged on or not"
