Cmd keeps on opening something in root at random to close within a second which minimizes anything that is in fullscreen

During the last few days cmd randomly keeps on opening something in root(this is what i think i saw atleast) to then close within a second.
Both F-Secure ,malwarebytes and windows defender detect noting, so does anyone know what might be causing this or how i could prevent it from automatically closing after popping up so i can find out what exactly it is doing so i can provide you guys with more information.
I really want this fixed as it keeps on minimizing games whenever they are running in fullscreen(same happends when google chrome is in fullscreen)

And windows messes up yet again, it can't run a week without getting some random issue ffs

I didn't have to do this to fix it, maybe one of the restarts I did was enough.

Restart didn't help, but i hate how broken windows currently is

I have the same problem with cmd opening and closing. Malawarebytes and windows defender detect 0 threats or issues. I'am not sure if i have a malaware/virus or its a windows bug. This scares me a lot.

its a windows bug that i expect they will fix pretty quick as anyone with win 10 can get it. Its tied to Office, so if you have Office 2016, or just have the Get Office app on win 10, it can happen.
