I'm not 100% if it is CMD but it has the exact size of a CMD program box, it pops up every so often and it minimizes any game I am in if I am in one, sometimes I see something pop up but it goes away so fast its like a blink of an eye, any idea what could be causing this? I just recently reinstalled my killer ethernet drivers and started seeing it after that, could that be the issue?

Hi,
What games are You running?
And from which: Microsoft Windows X-box, Steam, Uplay, Origin, other?

Open Task scheduler and try to see what processes is started at the moment: https://technet.microsoft.com/en-us/library/cc721931(v=ws.11).aspx

Check which processes and services that is most demanding, to see if something strange going on:
Start > type Resource > click Resource Monitor > open up the window so you better can see > click Overview > make sure that you can see both Processor and Disc windows.
and then sort by clicking the CPU column (in both windows) and make sure that the very tiny arrow point downwards - it will sort all the most demanding processes with the highest from top > Take a screen shot of that.
Then...
I posted about this issue in http://www.tomshardware.com/forum/id-3424780/briefly-opening-program-minimizing-possibly-malware.html - someone else had also posted about it in October 2016, but it was never replied to (also in the Win10 forums). It seems to be specific to Windows 10 and it always has the same effects and time intervals. It doesn't seem to be CMD though - it doesn't have the black background for the window from what I can catch, and the name seems longer. As you said though, it has cmd's window size.
Is this some kind of weird malware epidemic?

EDIT: Got a good look at it before it closed this time, turns out I was wrong - it *is* command prompt.

Then click the processor tab so You also can see Services, sort on the CPU column so the little arrow points.

Your system might be compromised.
Download and run free Mbam regardless if you have any other antivirus protection, but make sure in its settings not to auto-start, just run it manually every other week or so, unless you only have MS-Defender as your only antivirus protection, then use mbam at all times: https://www.malwarebytes.com/

Best regards from Sweden
