Hi, I like to troubleshoot a lot of tech and have built many PC's. The problem i'm having is that i'm trying to get my GTX 1080 Ti Strix GPU to work properly. Every since placing an Waterblock on it, changing the paste and cleaning the card. I've had this error on my Asus board B2 and code 43 in windows. I do currently have a spare GTX 1080 Ti gaming X Trio that works, and a spare system. The card doesn't boot in the spare system or my own personal rig. I have tried many steps to try and revive the card such as:

Safe booting and re-downloading the drivers. And have tried previous versions.
Cleaning the card to make sure there is nothing that could short it out.
Disabling the card in windows device manager then restarting.
Uninstalling the card completely from windows, then restarting.
Have tried to flash the Bios, but didn't get very far.

I know that my warranty is void because of the water block installment.
Power is still going through the card because the LED's light up and the card gets hot.
The card is also still recognized in the UEFI Bios.

I am now thinking/ convinced that the card is dead and will not work again.

My personal system specs are:
i7 8700k 5.1 GHz
MSi GTX 1080 Ti Gaming X Trio
32GB Corsair Dominator Platinum RAM 3200 MHz
ASUS Maximus Hero Z370 (Wi-Fi)
Samsung 1 TB 850 EVO SSD X2
WD Black 256 GB M.2 SSD X2 One is the boot drive.
Corsair RM 1000x 80 Plus Gold PSU
I currently have a waterblock on my CPU and pump with 360mm Radiator

Other System has:
i7 7820x 4.7 GHz
Asus Prime x299 Deluxe
Same RAM (Only have one set)
I do have another GTX 960 that works
RM 850 watt 80 Plus Gold PSU

I do think my card is dead, but would like a second opinion on this if possible.
