Code 99 and No bootable LED

Help please,

I get a code 99 and an indicator light of no bootable device. This will be my second RMA if I can't solve this (same codes/LED - ASUS support no help). Let's assume it isn't actually dead and it is something simple, I have a few questions, please.

Board: Asus Rog Maximus VIII extreme
Ram: 32 GB = 2 sticks 16 GB G.Skill Ripjaws (shows as compatible in manual)
PSU: Corsair hx 1200i
CPU Cooler: (Tried more than one of these as well. Don't think it is the issue.)

Get lights, get fans, get system running through multiple codes and landing on code 99.

Question: What do I actually need for just a POST test? (First time build.)

First, I'm only trying to do a POST test. I thought all I needed for the test was a mobo, ram, and a psu. (The mobo should have integrated graphics.) Wrong? What is the minimum for a POST test?

Second, my mobo doesn't have a vga connection in back. I can DVI, HDMI, DisplayPort, or USB (can't remember which version right now, think only USB 3.1 or 3.0 options, no 2.0?). I have actually tried running the test with and without a keyboard and monitor attached (trying HDMI for monitor and USB for keyboard). (Again, have been thinking ((erroneously??)) that I shouldn't get a code at all if all is well. But even with the monitor and keyboard in, I get same code and LED. (When the monitor is plugged in it also says no connection.)

Tried checking the 24 pin and 8 pin connections multiple times. Have tried reseating the ram multiple times. Have tried moving the ram around (initially had different ram and tried that as well, don't think the ram is the issue). Don't think the position of the ram is the issue. Yes, have tried one stick (and different stick). Even tried all different ram (that was also compatible with motherboard) in all different positions.

Have tried CMOSing too after each RAM change of any kind.

I do not get any beeps. (Should motherboard integrated sound be functioning?)
Do not get into bios at all.

Manual says to use 24 pin and 8 pin (yes, using the CPU 8 pin, not a different PSU connector). Have not connected the 4 pin in addition, because manual specifically shows that as an OR option (if you aren't using the 8 pin).

Have *not* tried using a graphics card for the POST test. Unsure what should or should not happen if no monitor or keyboard connected. Clearly, I can't hit delete key to enter into bios without at least a keyboard and won't see the bios without a monitor, but what should the computer do if I don't ask it to enter into bios? Why is it complaining about a bootable device? Do I need to connect up one of SSDs as a minimum requirement?

Have not flashed the bios. (Was afraid that might cause RMA problem if I attempted to do so.)

Last I checked, no bent pins. Would prefer not to have to disassemble and check that again.

Your recommendation for a first time builder, please. Never would have tried without a monitor or keyboard if someone hadn't suggested it, so be gentle if you found that ludicrous. Otherwise, assume I don't have a clue.

For me this was not an error at all. 99 did appear on the bios and I did get the beeps and monitor did not display, but it actually did post and everything was fine; all I had to do was unplug the HDMI and connect my monitor through DVI instead (VGA should work too).

This maybe normal, this was the case when testing following installing PSU, CPU and cpu cooler, same after installing a SSD , Red LED (CPU) and a 99Q code, have you connected the system speaker? if so what is the beep pattern,
For me it wasn't until i installed my GPU and connected a monitor, also KB & Mouse that it would post into the bios,

The system speaker is i think included in with the mobo, if not then mine may have shipped...

The system speaker is i think included in with the mobo, if not then mine may have shipped with the case, it plugs into where the front panel io port is, it isn't built onto that board i can confirm, as i just built a system with that same board,
I think maybe having a display connected is key to it posting , i connected mine via my GPU ,and it worked

Thanks! I still have the code 99, but I no longer think the board is toast. I had just gotten my first modern monitor and had to select on the monitor which cable connection I was using. As soon as I did that, it entered into bios (with me hitting delete of course on the keyboard). I suspect as soon as I get a bootable device installed, and the graphics card put in, the 99 will disappear. Will update if the 99 doesn't clear up. Thanks again!
