color distortion to blue screen (not death) at login

So i turned on my computer this morning and it did as the title discribed got to login and the color was distorted (like the screen was cracked) and then the screen went blue. I booted to safe mode and uninstalled my graphics card drivers then rebooted normally and reinstalled my graphics drivers. Rebooted and it did it again. I tried a system restore point and it didn't work, in fact throw me an error saying it couldn't do it then told me when booting to safe mode it did it successfully(?). So I know it only does it when my graphics drivers are installed.

I'm thinking it's the video card, but I unfortunately have no way to test this theory. Was just seeing if anyone has anything else I might be able to try.

Windows 7 64 bit
Intel Xeon processor
Evga gtx 970
8 GBs RAM

That's what I'm thinking to. Yeah the screen isn't cracked, that's what I thought at first until the screen went blue on me. Monitor is completely fine though when booting to safe mode and uninstalled graphics drivers, it's only when I got the graphics drivers installed.
