Question Combining data files into the installation file

When I want to download updats for Windows Media Player or another program from the Microsoft Store, for example

to the installation file, I download it normally via Microsoft Store but with Fiddler 5.0.20211.51073 Classic running to show download links but these links are to data files

and only Windows combines them into a program.

How can they be combined into an installer?

There is a website https://store.rg-adguard.net where you can paste the link from the Microsoft Store website, but the program is not always available in the version that Microsoft Store downloads.
