Turbo Boost 3.0, released in 2016 with Broadwell-E, ranks all cores in order of performance which is stored on the CPU during manufacturing. Single and dual core boosted loads are sent to the best cores.

Okay, I guess I'm confusing that with a statement I think Intel previously made about guaranteeing (thus far) that any core can reach their specified turbo clocks. Maybe not the TB Max 3.0 clocks, but the normal "Turbo Boost" clocks.

Evidently no one told Intel they couldn't show frequency increases with each new chip advance.
