Question Compare i5-8400 (Turbo) vs i3-8100 (Fixed base Frequency)

Hi Dear Friends.

I have a CPU. The model is i5-8400 and it have 2.8 Ghz base Frequency and in Turbo mode the frequency will Increase to 4.00 Ghz.
But i3-8100 have not Tubro mode and it have Fixed base frequency and base Frequency is 3.8 Ghz. I have 3 Questions.

1- does i5-8400 is Faster than i3-8100 ?

2- Base Frequency is important or Turbo Frequency ???

3- Turbo Mode will work automatically ???
