Solution
+1 to what terry said

also if your going to go with a 8320/8350 you should use a 990fx/990x chipset...you can use a 970 but dont over clock especially not on this one
https://spreadsheets.google.com/spreadsheet/pub?key=0AgN1D79Joo7tdE9xMUFlMEVWeFhuckJEVF9aMmtpUFE&gid=2
this states that it will throttle an overclocked vishera

also that psu is horrible you have to change that and you dont need 16gb of ram if your gaming but videoediting/encoding or programming then i can understand

never skimp on power supply and if you are going to skimp on mobo you have to do some research and know what is best and what can handle the cpu tdp's

Motherboard won't bottleneck GPU, he was just speaking in the money distribution ratio on different components was abnormal.
Motherboard and PSU are the most important components in a system, they are the one that make sure no other components get hurt or have issue communicating with each other, so we generally don't cheap out on that, especially on high end build.

so would this build be balanced or can go for a cheaper psu (around 80 $) and free up $ and get a better Cpu cooler and oc Thxs for the help

CPU: Changed to FX-8320, you can just overclock it to the stock speed of 8350 without much effort
RAM: Changed to 8 GB, gamer will not utilize more than 8 GB of RAM
SSD: Changed to SP600, A-Data is a better brand in the SSD industry compare to PNY
GPU: Suggesting a GTX 780, if you want more performance, but I understand that it's a big price jump
PSU: Not sure if you have already purchased it or not, but I would recommend a different one if possible

would the hyper 212 evo cool the fx 8320 cpu to 4ghz or should i get a better cpu cool and oc it more. I dont have any parts yet to the build thxs for the help and would it. So if i do oc the fx 8320 would it speed things up. ( would it matter if i use two monitors if i get 8gb of ram) thxs for the help

1. You do not need water cooling to push FX-8320 to 4.5 Ghz, it is mainly based on how lucky you are with the processor you get, no processor is equal quality with another, some are better, some are not. Cooling does play a factor, but not worth the money for what you're trying to achieve as your main focus should not be the clock speed of CPU, instead should save up the money on better GPU.
2. Once again, don't need to spend that much effort on overclocking as your main purpose is gaming and not some CPU intensive application.
