If a mother board has the capability to oc ram to 3000mhz. Will the motherboard read a 3000mhz kit as 3000mhz right after you install?

No, it wont.
You'll have to enable XMP (for Intel) or DOCP (for AMD) in BIOS.

Thank you. I assume that’s easy to use. I will be upgrading soon to a motherboard that can oc with a 9600k. Are there even any motherboards that run ram at 3000mhz stock

Not to my knowledge.

Intel Z390 would support DDR4 2666mhz out of the box (without OC).
