Hello I have Intel DH67VR motherboard with core i5 2nd gen processor 2500 is this compatible with Gigabyte RX590 8GB DDR5 Graphics card.

Tentatively, users of Userbenchmark with that motherboard (assuming desktop as there seems to be a laptop variant) are registered as using a GTX 1050 ti which is fairly modern. So from a BIOS standpoint an RX 590 should be fine, provided the power delivery for it is there (from a PSU and PCIe slot standpoint).
You could update your bios and see if it works but your cpu is too weak to handle a gpu like the 590. I mean... it will work but dont expect something crazy against the 960,it will bottleneck alot.I HAVE TRIED WITH DH67VR MOTHERBOARD BUT NO SIGNAL SHOULD I UPDATE THE BIOS. OLD GRAPHIC CARD GTX 960 2GB DDR5 WORKS PERFECTLY
I HAVE BOUGHT NEW 750 WATTS CIRCLE 80+ PSU.
