I would note that the CPU linked by IRONBATMAN is just the CPU and no heat sink. If you absolutely cannot go over $50, then I'd recommend this Intel E8400 Core2Duo and this Masscool Heat Sink/Fan assembly. It's not the best cooler, but it will get you up and running until you can afford better.

Edit: With your budget, bottlenecks shouldn't be a major concern.

i already have heatsink and fan for cpu(dont ask me where i get it)then between e8600 and e8400.e8600 better and less bottleneck right?
