Question Complicated fps drop issue

Hi. I've been having this issue for Months now and it is getting so annoying. In every single Game you mention, my CPU usage is stuck at 100% and GPU never reaches 90%+....
that makes probably every single Game hard to play even on lowest Graphics and 768p Resolution.
I really do expect more than a pair of 750ti and a i3 8100 .
Atleast 70 stable fps on 1080p and lowest graphics in AA games. But it is even struggling and throttling hardly to run games with a playable Performance at 768p on very low graphics. I can't even turn my mouse around sometimes. It's too annoyingly slow and laggy.
I literally tried every Graphic settings but i could never find the Problem or a Solution.
moreover,if i put the graphics settings on high or very high, screen starts glitching and flickering after a couple of minutes.also completely random.
and i have to restart the PC in order to get to work with it again...
I'm considering buying a RX 580 soon, but i'm not sure if everything is good with the CPU. i mean that 100% usage is kinda worrying.
i also tried changing my Windows!but these Problems still exist..

PLEASE HELP ME I'M GOING CRAZY AT THIS SITUATION!

PC Specs:
GPU: Asus Gtx 750ti 2gb oc
CPU: i3 8100 3.6GHz
Ram: G.skill Aegis DDR4-2400 DIMM CL16 1*16gb
MB: MSI B360 Gaming Plus
PS: Be Quiet! Purepower 11 500w

As you lower resolution, you're putting more demand on the CPU.

Flickering etc is not a good sign. Usually turning settings up shifts the load to the GPU....

What games are you playing? The single channel memory won't help...

The Flickering issue i've been having for 3 years now!
even before my upgrade ( i3 2100 & 8gb ddr3)
and i played many Games to test the performance such as Bf4 & 1 & V, Titanfall 2, R6 Siege, Hunt: Showdown, Pubg, GTA V, Ghost Recon : Wildlands
but my main games are Hunt, R6, Bf1
I do regret buying a single channel Ram though, but it couldn't be that bad could it?
