Question Computer boot-loops at splash screen ?

Alright, I am completely at at lost.. My PC has been doing a Boot Loop, Meaning it'll flash the Splash screen for like 3s, and then it'll restart to do the process over again;

• I've already Reseated my RAM
• Thinking it was my motherboard, I did an RMA on it, and got a new one but it's still doing the same thing!
• I took the CMOS battery out, and put it back in after like 20s
• Tried using a new Power-Supply that I know works.
• And lastly I even disconnected ALL my hard-drives...

Oh, and it'll allow me to Go into BIOS, but that's it.. Won't let me boot from a drive.

Ryzen7: 3800X
MSI 2070 Super
B450 Gaming Pro Carbon Max Wifi
16Gb of Corsair Memory (2x8 sticks)

This is typical for a faulty hdd/ssd / whatever your OS resides on

the first thing your pc does after the bios splash screen is loading the OS, when this fails it reboots, hence the boot loop

so either the boot partition on the drive is borked or the drive is borked

you can test my theory by using a hdd or an ssd from another pc or boot from a hiren boot stick

or just hook up a (known) functioning ssd/hdd and reinstall win on it

Actually, That is when this problem started.. I did update the Bios after replacing my Motherboard.

That wouldn't matter, Since it Boot Loops to the Splash screen without any Harddrives plugged in.
