Computer boots blank (no bleep from MB) UNLESS I disconnect power for a minute and then boot.

i7 3770k (not overclocked)

The problem, first off let me say thank you to this community in advance, im new and ive heard you are all the best.
Now, when i switch my computer off it seems like everything is fine. However when i go to switch it back on it powers up however nothing loads not even the bios and its just blank, no input into my monitor or anything! No bleeps from the MOBO.
Same goes when i put it into sleep, when i go to turn back on.... nothing.
This is TEMPORARILY resolved by disconnecting my power supply for about a minute (no less or problem still occurs) then when i boot it bleeps and Windows X loads as it normally would.

What could it be... Ive tried: switching off fast boot, Resetting CMOS, I cannot flash bios as EZ Flash declares a system verification error, ive tried isolating components...

I havent tried reinstalling windows, replacing CMOS battery, replacing CPU and that kinda stuff.

The main problem is that it still turns on it just doesnt boot up, this makes me believe it isnt PSU orientated.

THE PROBLEM STARTED when I replaced my BIOS Chip earlier this week, its happened literally since that very second... maybe BIOS Chip related or just coincidence?....
