Computer boots with one PSU but does not with another

I recently decided to upgrade my graphics card but to do so I needed a new power supply, since my current 450W stock PSU didn't have any 6+2 connectors and I needed one. I ordered a Corsair HX850 and hooked it and the graphics card up when they arrived. I tried to start the computer and the fans and hard drives would spin up for maybe 10 seconds or so, and then it would shut off. Then it would power on again, spin up for 10 seconds, and power off over and over again until I cut power.

So I took out the new graphics card and put the old one back in just in case that was the problem. Same issue. However, when I use the old PSU the computer still powers on and boots up with no issues. I figured that meant I might have gotten a dead PSU, so I went and got it tested with a power supply tester. According to the tester it should be working fine and all the readings are normal. What exactly could be the problem here?

Specs:
Mobo: IPMTB-TK
CPU: Intel Core i7 Extreme 975
GPU (Old): Geforce GTX 260
GPU (New): Geforce GTX 780
Hardrive: 2 1TB WD
RAM: 6 DDR3 sticks (18GB)
 
Solution
It is hard to say the PSU tester sometimes only tests for voltages not watts. It should power the rig since the old one does it with the old card.


The old power supply works with the old card though, and the new power supply does not work with either.
 


That's true, it did only test Volts. Would it be worth it then to try to testing it in a friend's machine before RMAing or is it for sure broken and the issue?
