Computer case vibrating buzz

Hello, I need some advices:
When I rub my finger slightly touching the case and bare foot on the floor (I think It made from wood or smth.) I feel like vibrating electricity, but harmless, and I can hear some buzzing noise (but very qiuetly!) when I run through case side with my hand.
But when I don't touch the floor (or I place bare foots on the carpet) >Nothing happens<

P.S. I moved to new location and my computer is on the floor (wood). This new place don't have socket with ground.

So what to do ? Electricity shock is very minimal (harmless). Should I place it on the Anti-static pad or something ?

P.S.S. In my old place (home) There is ground socket, but still same issue, but lightly noticeable, and it is carpet on the floor.
 
its grounded thats why you feeling electrival shock its no harm for you but not good for PC parts
you can temporary do one thing if you understand me properly
take a Nail and hammer it near your Power socket where you have plugged it the 3 Pin PSU wire.
take a wire and Remove the wire shield from both side of the wire wrap it from one side into the nail and insert thewire in your top one which is ground( 3 pin socket)
i do this when in some areas the socket is not grounded properly:)
 
Is there something I can do without hammering the nail ? Because I rent this place and I don't think they would be happy. 😀
And you said that it is not good for pc components, but in home I used this computer like 5 years with same problem and nothing happened, maybe its still acceptable to use it like this ?

So maybe you know more solutions ? :/

P.S. When I dont move my hand, and I just place it on the case nothing happens. :/
