Computer connected to internet, applications can't access it

I turned on my computer the other day and went to boot up Steam and noticed that it said it couldn't connect. I ran diagnostics on my internet and it found that the connection is normal. I tested it with three web browsers, Firefox, IE, and Chrome. Chrome just wouldn't open (even though it did the day prior), while Firefox and IE wouldn't even attempt to load any pages. I forgot to mention that I have scanned my computer for viruses and only minor things came up, all of which have been dealt with.
I restarted the computer and deleted the temp folder, along with disabling firewalls and trying to clear my drive of any unnecessary files. However, the problem persisted. I tested it with Origin and UPlay as well and neither could connect.
Has anyone had this issue and know a fix? Was it caused by a file I downloaded or something else entirely? Any help fixing this is much appreciated! Thanks!

which modem/router do you use? any lights blinking or red?

other PCs, tablets, laptops, smartphones have access to the internet?

boot up with a linux live cd/usb stick and try connecting to the internet there

"only minor things came up, all of which have been dealt with." did it delete/repair files while doing so?

which operating system is it?
use a restore point right before the problem appeared, to recover the system
 


I don't think that's it, as it just occurred recently and wasn't a problem up until about 2 days ago.
 


No, there aren't any lights blinking red on the router or wireless card.
Yep, all other devices can connect to the internet (like the laptop I'm using now, the issue PC is a desktop).
I am using Windows 7 and don't have Linux installed on anything but may try that.
I think it only deleted some tracking bugs, though I was having issues a few days prior with some stuff that came packaged in my files. Not sure what it was, but AVG deleted them as they were found.
The restore point doesn't have a time before the issue. I may just try and reinstall windows.
