Computer constantly crashing and now wont boot

A few weeks ago i purchased computer components for my girlfriends birthday, i put it all together and had to send the motherboard to be updated as i'm using a ryzen 3 2200g. Once i got the motherboard back and put it together everything was fine for a bit, then a few days later just from watching Youtube the computer would slow down majorly and and everything would become unresponsive, i'd check the task manager and the CPU usage would be 95% with everything in system interrupts. Today i went to see if i could do anything to help so i checked if all the drivers were up to date and it all was, but then when i restarted the PC it wont post at all, the fan just revs up loudly and then nothing happens, i cant even enter the bios.
PC specs are:
Ryzen 3 2200g
1 stick 8gb Corsair vengance DDR4 2400MHz
Kingston 120GB SSD
MSI B350M Gaming Pro
Be Quiet BN240 440W PSU 80plus
on a windows 10 home operating system

I'd like to know if the computers constant crashes are related to it now not posting at all, and if this can be fixed

Well....first things first. Being you can't even get into the BIOS I would check the PSU voltages with a volt meter and make sure they are within specification.

This, by itself, will cause it not to boot.

Surely this would have caused the PC to not boot initially though. as it has been running for a few weeks now.
