Computer Crashes With Error Code 66 (more info here)

Error code 66 as described by the manual is "CPU DXE initialization has started" I don't have any idea what this means or how to fix it, maybe its a really simple fix but I'm not sure, any help will be useful! by the way Im a noob to computers.

Clear bios. Remove unnecessary devices.

The error code goes if I restart my computer 2-3 times, it's quite strange, Ill clear it if it comes back and get back to you.
