My computer had been crashing and freezing alot lately and after a little research im beginning to think the cause is my PSU not being able to supply sufficient power to the rest of my components
I have recently upgraded to windows 10 if anyone knows of any related driver issues and what not, if the problem is the PSU feel free to give any suggestion on new models and wattages please

System:
CPU: AMD FX-9590, 8 cores, 4.7GHZ (closed liquid cooling)
GPU MSI R9 280X 3GB
Motherboard: SABERTOOTH 990 FX2.0
PSU: Cooler Master 800W silent pro gold
RAM: 8gb dual channel
Case: Cooler master k350
HDD: WD blue 1TB
SSD: Kingston 120GB

A lot of customers who have purchased the FX 9590 have reported constant crashing and freezing even with a better quality 1000W PSU than what the OP is using.

Keep RMA'ing the CPU until you get one that works or get an FX 8350 and overclock it.

This might be a bit of a long shot question but say i were to underclock the CPU down to say 4GHz because right now im not really doing anything that requires such a beefy output, also i bought this system premade from a guy who does it for a living as opposed to a company so im not sure i can return any faulty parts

EDIT: The system seems to be mostly stable for the time being but it has seemed stable before and just crashed with every boot for a day or so, any suggestions ?

If that system has any warranty then get the system builder to fix the problem. Mostly stable at stock clock speeds is not considered to be a stable system. You should never have to underclock a CPU from its stock clock speed to achieve stability.
