Computer display not working properly

About four days ago my self-made desktop computer blue screened out of nowhere. When I restarted it there was no display on the monitor, so I tired again, and this time I got the display to work. After logging in I started checking to see if I could find out what the problem was (I had no idea what I was doing) so I started the Windows Experience Index to rate my computer. As this was working the display suddenly stopped working again. Since then I have tried clearing the CMOS and booting in safe mode, both of which had working displays, but didn't fix the problem. Whenever I run any application or program that would use the graphics card the display stops working. I don't know if this is a problem with the graphics card, or the motherboard, or something else. Can anyone help me with this? Something else I noticed is that only one of the two build in fans on the graphics card was running, but I'm not sure if this is just what it does when it is idling or if this is actually something that is wrong with it. Any help would be greatly appreciated.

Turn it on and watch the screen, when you get the flash screen for the BIOS, start tapping the F8 key, not super fast just steady, you should get a DOS like screen with options for Start in SAFe Mode or Safe Mode with Networking or Safe MOde with Command Prompt - initially just start in safe mode and see how the system seems to run - if pretty good or at least better and more stable that can narrow down possible problems
 





when i press f8 it get a boot menu, and the two choices i have are to start using the hard drive or enter the bios setup. I was able to get into safe mod and am running a system restore to the last known stable setup I had.

Edit: I still don't know how to boot into safe mode
