Computer doesn't boot, no beeps, no POST, fans spin, suspecting dead motherboard, psu or cpu

I built this rig in summer 2013, and it had been working fine up until yesterday morning where I tried to boot the computer on, where the fans would work for about a second before it immediately turned itself off again. I opened the case, cleaned everything, and decided to breadboard the motherboard. Even with just the PSU, the CPU and the motherboard, it has the exact same problem (I've alternated ram sticks, and even tried it with none). I decided to buy a system speaker and plug it into my motherboard. It doesn't beep at all - I have tried removing RAM and reseating the cpu and heatsink, and have gotten no beep code. However, the debug LED flashes twice (there seems to be no discernible number or letter on it for some reason), and the MBIOS LED is orange during boot.

Is there any way to determine whether the motherboard, the PSU or the CPU is faulty? I can also provide videos/pictures if needed.

The motherboard is a Gigabyte GA-Z87X-UD3H, the PSU is a Corsair TX650 and my GPU (which I have removed, since I assume I would be able to get beeps without it) is a GTX 760.
 


I see. I don't have any spare parts though. I am considering purchasing a power supply tester though
 
I built a computer in 2016 with the 6 core i7 5820k and i have the same problem. The computer turns on, LED turns on, pump, fans and then after 5 secs it restarts itself and tries again. I actually sent in my motherboard to gigabyte and they said the mobo is working fine. so i bought a whole set of new components and after 4 months of still trying to fix it, ive concluded the cpu is broken. IDK if it was my fault. I had to run at 60F normal but 80F loaded. My cpu has a tiny quiet whine when it runs. i cant remember if it was always like that but it does sound good. I have yet to contact intel, and their RMA service is alot of work. Do not instantly throw out the cpu as a non problem! Products can be made bad. Intel only has a 3 year factory warrenty and PSU companies like Cosair have 10 YEARS, so it makes you think. How long are CPUs built to last?
