Computer doesnt fully boot. Bad ram?

After installing a new processor ( i7 4790k ) and 2 new case fans, i booted up the computer which prompted me to ASUS bios. I used the EZ-Prompt mode ( or something like that ) and it overclocked my processor by 10% and RAM by 43%. After it restarts, nothing shows up on my monitor ( Monitor says no signal )so i unplugged my pc and pushed the ram back into its slot, and surprisingly it starts up. My computer boots up doesnt boot up all the way. it only boots up to after the windows logo, then i get stuck on a light blue colored screen with no writing.
Well when i start up my computer here is what i see.
1: American Megatrend Page
2: Asus Page where i can acess BIOS
3: Windows Logo
4: Light Blue colored Screen with NO writing on the page whatsoever
 


I've already tried loading optimized defaults 3 times and the problem still persists.
 
I do not believe I said anything about using OPTIMIZED DEFAULTS. I said Defaults. The defaults the motherboard shipped with. There is one set of known to be good and bootable defaults. That is what I want you to get back to, to see if it will boot.
 


I dont see ANY Defaults option. When i click on load default, it says ASUS optimized defaults have been set or something like that. When i booted up with that, same problem. I even tried launching in safe mode (f8) and still the same problem. Im about to try to remove 1 ram stick and booting with that.


PC Now boots fully with 1 ram stick in the 2nd slot. Does this mean the 4th slot if faulty or the stick is faulty?
 
It could be either one. Take the stick that is in the 2nd slot, and put it into the 4th slot, and see if it will boot.

Then, just to make sure, take the stick you took out, and put it into the 2nd slot and see if the computer will boot with it, and then move it to the 4th slot and see if it will boot there.

You could also do the same thing with slots 1 and 3.

If it is a memory stick that has gone bad, one of the sticks most likely wont boot anywhere. If its the motherboard, then nothing will likely work in one or more of the slots.

Take notes. You have 8 possible results with a single stick. And even more with 2.
