Question Computer doesn't turn on but a blue light on motherboard turns on ?

Hello there.
I was trying to start my PC but it wouldnt turn on. After holding the power button a blue light on the motherboard turned on. I already tried resetting the bios by removing the bios battery and putting it in after a few minutes. I could use some help with this.
Specs
Mainboard: MSI Gaming Z170
CPU: I5/7600k
GPU: Nvidia GTX1060
RAM: 16GB
Drive: 1TB Samsung m2 ssd
Power Supply: bequiet 400w
OS: Windows 10

did it run before with this configuration?
If it didnt´t run before, to run a 7th gen kabylake CPU on this board, you will have to update the BIOS first with a skylake CPU or using the flashback feature, if available

try running a minimum setup using motherboard, PSU, CPU with cooler/fan, one RAM in dimm B2

which blue light is on? have a look at the manual of the motherboard
