Computer freezing/BSOD randomly. (Overclocking CPU)

I built a new PC two or so weeks ago. I have not been able to find a stable overclock. The clock speed, voltage, temps don't seem to matter. My temps stay about the same most of the time and never go past 60c under full load. I'm able to boot into Windows and can usually stay logged in for a while with no issues. But out of nowhere I'll either get a BSOD or my computer will just freeze up. It will only freeze/BSOD when I'm actually on the computer, regardless what I'm doing. If the computer is idle and I'm not browsing or anything then it never freezes. Again, this happens on even minor overclocks. But it doesn't seem to happen at stock CPU speeds.

Corsair Carbide Air 540
Intel i7-4770k
Asus Z87-Plus
Rosewill 750w 80plus Platinum PSU
Noctua NH-D14
PNY 16GB 1600MHz DDR3 RAM
PNY GTX770 2GB (XLR8 Enthusiast OC Edition, 2 fans)

Is my CPU just a bad overclocker? It seems to run just fine on default settings, though it won't actually Turbo up to 3.9 (only up to 3.8, 3.7 if running Prime95.) I'm not sure what else to do. Any and all help would be greatly appreciated.
