Computer gets unstable and stuttery.

My computer is getting really slow, laggy and stuttery.
Here are my specs:
CPU: Intel Core i5-4460 3.2GHz
CPU Cooler: Some Random Generic Chinese Cooler
GPU: Nvidia GeForce GTX 960 2GB
PSU: FSP Group 350W
HDD: WD Caviar Blue 1TB
Please help. I'm getting really annoyed with this, because it's just laggy. I can't even shut down at medium-heavy load, I have to hard reset it.

What are the temperatures? I can sure the problem here are the temperatures (due the CPU cooler) or the PSU quality.

Highest temp on the CPU is 44 degrees celsius and lowest temp is 36 degrees celsius.
GPU temp is sitting at 25-26 degrees celsius.

Before going for hardware (you really need to change that PSU!) what about software? Do you ran an antivirus or something similar? Maybe its a virus/trojan.

Nope. I use Malwarebytes Anti-Malware Premium, I've run 2 scans today and it hasn't detected anything. I have it configured so it scans everything. I use Kaspersky too, just incase.

I have to be honest, my PC is running well right now, but I don't have much open so I'm not going to see if it keeps stuttering and lagging.

Which programs do you start and the pc start to be laggy? How much RAM do you have installed?

I have 1 stick of AMD 8GB RAM Installed. It's just generic DDR3 tbh.
I usually just have loads of tabs in Chrome open, Notepad, Skype.
