Question Computer gives "out of memory" errors in browsers and refreshes applications ?

Hi, first time posting, but I'm at my wit's end with my computer issues...

I put this computer together about 4 months ago:

CPU: AMD Ryzen 5 5600X
Motherboard: MSI PRO B550M-VC Wifi
RAM: Corsair Vengeance (2*8) DDR-4 3200 CL16
SSD: Western Digital Black 1TB NVME SSD
GPU: ASUS Dual Radeon RX 6700 XT 12GB
PSU: Corsair RM850e
OS: Windows 10 Education 22H2

Right out of the box everything just worked and I thought I was dreaming because I always heard horror stories about troubleshooting custom builds.

Well the dream came to an end last week, when my computer started giving me "out of memory" errors on just about every browser (Opera, Firefox, Chrome, Edge) and my Discord, Steam and BattleNet applications started constantly refreshing themselves off and on. The strange thing is, when I run memory intensive games like Elden Ring, League of Legends, Final Fantasy XIV and World of Warcraft, the games won't crash or refresh but all background processes like Discord, Steam, etc. will keep refreshing or in the case of browsers, give out of memory errors and crash the page. I can't find any correlation between the crashes, because when I'm on the League of Legends client which only uses about 500mb of ram, it will also refresh itself constantly, whereas my high memory games like FFXIV won't crash. Furthermore, I have not once gotten a BSOD or full crash.

I believe these issues started happening after I installed a Windows update on Friday July 14th, because the symptoms began showing on Saturday the 15th, but I'm not entirely sure that is the issue, as I have done a clean reinstall of windows about 5 times since then and every time I make sure I download all the most recent corresponding drivers for my parts, and the issues show regardless of which update version Windows is on. Another thing to note is that the issue seems to have gotten worse over time so I'm not sure how that factors into the equation.

Because I was getting out of memory errors, I ran Memtest86, which gave 4 passes in about 4 hours, so I didn't think RAM was the issue, but I had literally no idea what was wrong after running the Memtest and reinstalling Windows, so I took the machine into a repair shop, where they told me the computer went through a variety of stress tests that passed (including Memtest86) and believed Windows/software to be the root issue. Unfortunately, as I've said, I reinstalled a clean version of Windows about 5 times now and when I posted my system and application logs to the Windows forums a moderator believed the issue to be hardware related.

Since then, I have tried installing a brand new motherboard, a brand new ssd, tried installing a new network card just in case it was an onboard NIC issue and nothing has worked. One thing that has given a bit of a temporary fix is I turned the maximum processor state in my power settings down from 100% down to 90%, and the errors occur pretty much only when I run heavy memory intensive games and apps at the same time (even though my task manager and RAMMap show plenty of available memory), but at 100% max state my computer can barely even run browsers alone for more than a few seconds before giving errors, which I'm not sure as to why this is the case. My cpu is not overclocked, XMP is off and I've been checking HWMonitor just to see if anything is crazy with my power, temps, etc. but everything seems fine and stable... I'm hesitant to go back to the store and buy RAM before I'm sure what the issue truly is so I'm taking a shot in the dark to try and get some sort of diagnosis on online forums beforehand. If there are any logs I can create and post here for someone to take a look at or give some sort of advice on what they think the problem is I will be eternally grateful, as I've been dealing with this for the past week and I'm just tired of it all. I think I've provided all the relevant information but I can provide more or edit in anything I think I left out.

Edit: I ran many tests for malware/miners and the system came out clean every time.

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

I've heard userbenchmark can be unreliable especially for AMD systems... should I still use it?

I've already tried resetting the BIOS to clear the CMOS by taking out the battery plus I already tried installing a new motherboard.

I've already run sfc /scannow and DISM /Online /Cleanup-Image /Restorehealth and this is a brand new installation of Windows

I've already tried cleanboot plus this is a new installation of Windows

My Memtest86 results both passed in two different instances now and my XMP is off.

My SSD is brand new there are no storage errors.

Here are my results... I ran it while I was running a couple of other apps like Chrome and Discord and nothing funky happened. Also I do have my max cpu state at 90% in the power settings plus nothing is overclocked at the moment, not sure if that changes anything. Appreciate the help!

This is the "memory error" I get on my browser - in this specific instance, I just had a stream open on Twitch and I booted up Final Fantasy XIV on Steam, which immediately caused the page to crash and made the Steam application close and open itself unprompted, but the game itself was completely unaffected and ran perfectly fine. It's not consistent what makes this happen - League of Legends and FFXIV seem to do this consistently, but some other games like Sekiro and Fall Guys, which I was running earlier today only do it sometimes.

However, if I had my CPU max up to 100% it would do this on basically any site - even if I were just writing this post it would just crash in the middle of me typing the post out and give me that error.

The way I installed Windows was through a USB boot drive which I created with the download on the official Microsoft website here https://www.microsoft.com/en-ca/software-download/windows10

There are no unknown apps or extensions to my knowledge. I ran malwarebytes, windows defender, avast antivirus, kapersky and I had a Microsoft community moderator look through my Farbar logs for malware, which they confirmed there was none.
 
did you alter any settings in windows before the errors? like virtual memory or page file settings?

update the motherboard´s BIOS to the latest version

run wd tool to update the firmware if available, check the drive with it too
I did not alter any settings in Windows and I made sure to check there was no cap on memory usage through msconfig and whatnot.

My motherboard is now updated to the latest version, it was on 7C95vH7 previously.

My WD firmware is up to date according to the software.

Edit: I just tried getting new RAM because I know some diagnostic tools can give back false positives and it did not fix the issue either...

could be a faulty CPU then
check the CPU pins if bend or broken
When I installed a new motherboard I made sure to check for any bent CPU pins and everything was fine. Also, the problems started occurring 4 months after I built the computer and I never took the CPU out. Is it possible for CPU pins to bend on their own while they're sitting inside the motherboard socket? I've also read that faulty CPUs are really hard to come by which is why I never really thought it could be a CPU issue, but I could try installing a new one at some point as a last resort.
 
because you already replaced all but PSU and CPU, the most likely thing for me would be the CPU

you could breadboard the system outside the case, to have a look if something is touching the case
Thanks a whole lot for the help so far.

I've been very carefully monitoring when the crashes happen and it seems to be whenever my CPU clocks above the base speed of 3.7ghz for an extended period of time. I turned off the 2 performance boost overdrive settings (or something to that extent) in my BIOS so it doesn't clock over the base speed and the computer's been running fine. Is this because of a possible CPU defect? Do you think I'll need to replace the CPU because of this or is it fine without those automatic overclock settings?
