Computer has low frames all of a sudden

I was play csgo for a good amount of time at about 200-300 fps high settings then one day low frames 120 sometimes in the 80's or 90's.

System
Win 7
GTX 660
FX 6300
8 GB 1600 ram DDR3

I really have looked around for a fix but nothing seems to fix it

I have tried
-Reinstalling CSGO
-Turning computer off and on
-Checked cpu and Gpu tests
-Checked to make sure hard drive was healthy
-Checked to make sure ram was good
-Checked for Viruses
-Disk Defragment
-Disk Cleanup
-CCCleaner
-New GPU Drivers
Now i dont really know if i made a mistake missed a virus or something else i have read multiple threads and none seem to fix my issue. Looking for suggestions.
Also computer runs kinda slow latetly might be because hard drive is getting old.
 


What would be a good way to look at this because in task manager my cpu usage is 50-90%

 
This happened to me aswell but with an even better pc, I disabled one of the settings and everything was fine again! Try changing your video settings to this: multi core rendering-off, multisampling anti-aliasing mode-none, wait for vertical sync-disabled. All of these were turned on when I optimised my game with nvidia GeForce experience and doing those things stated above gave me my fps back. Hope this helps!
 


Thanks but this didnt work for me for some reason that lowered my framerate.
