Question Computer has trouble turning back on

Issue: After my computer shuts down, it's very difficult to turn back on. I basically try a combination of the following and eventually it turns back on: unplugging it, turning off the psu switch, plugging it into a power strip, trying the wall outlet, etc...


Question: What do I need to do to make sure that my computer can restart normally?

The specs:
CPU: Ryzen 5 3600
Cooler: Ryzen Wraith Stealth
GPU: Zotac GTX 1080 8g
Motherboard: Gigabyte b450m
Memory: RipJaw 16g DDR4 3000mhz
Storage: 128g M.2 SSD by Crucial
PSU: Seasonic 650w Fully Modular bronze
Case: Lian Li
Windows 10 Pro
