If your motherboard supports it, you could try and go in the BIOS, fan control, and look around a bit, and hopefully find a turn fans off. As for the GPU, you can install MSI afterburner or EVGA PercisionXOC, and set fan percantege to manual, and type in 0.

I don't know my motherboard was a budget one its is a Gigabyte 970A-DS3P AM3+ MoBo

ususaly case fans have a plug to front panel for led give name and model of case .

To make this short I record my room with a webcam when I go to school because I have a step dad that has been arrested before for burglary and I think he is the one taking my stuff. I'm not allowed to have my computer on when I'm not home. I can't put my computer to sleep because I'm recording with it. I use OBS to record it and my PC has two fans with LED's and a Graphics Card that has LED's. Is there any way to force my computer to turn off my Fans.

You should be able to disable them in the BIOS, if there is no way to turn off the LED's then just put a cloth over it.
