Computer in loop

Installed a new hard drive on my son's computer it would no boot and is turning off and on in a loop. It's a dell8100 is the motherboard not good? I have no idea what to do. My Dad checked the new hard drive before he sent it so that's not the problem!! Is it toast?

Did you remove the RAM at all when you installed the HDD? Typically a boot loop is a RAM issue. If you removed the RAM, make sure it is seated properly as sometimes it will click into place on one side, but not be seated on the other.
