computer insanely unerperforming

My pc is terribly underperforming.

cant even run games over 50 fps.
most things run bad but the cpu is almost as bad as it gets. dont think it runs what it has capacity for. im desperate and dont now it is. have gone through all settings and set them to high performance. do i need to troubleshoot or change something in the bios? have no idea and need help.

can it be something with the operating system or software that is blocking the cpu and gpu usage. should i try to fully reset the pc?
 
The first thing I'd check is your CPU (may as well check GPU as well) temperatures while gaming. If they are getting too hot, PC components will lower their performance automatically in order to cool itself down.

Can you give us some more data? What kind of FPS are you getting, what game, what settings? I see you are 1080p with a gtx1060, 16Gb ram, and an i5-7400. You SHOULD be performing quite well with those specs.

Checked taskmanager and the Memory and processor never go above 30% usage even if i play fortnite. And i never go above aproximatly 50 fps at the lowest settings. My pc gets about 0.8120V. Each core have about average 45 degrees celsius

Does someone have a good website where i can upload pictures except imgur? It doesnt work

My guess is a bad sensor on the motherboard, triggering it to throttle.

To test this, download throttlestop here: https://www.techpowerup.com/download/techpowerup-throttlestop/
Unselect BD PROCHOT, save and reboot.
Check your CPU frequency.

Warning: do at your own risk. Throttling saves your CPU from overheating and damaging itself, and this turns that off.

Yes, but i cant change it in the BIOS. Can i change it anywhere else?

its set at 100% both minimum and maximum. everything is set a maximal peformance
