Question Computer is freezing but fps is good

Hello,

So recently (past few days) while playing games my computer has been skipping frames (idk if that's the right term, it'll play normally but every 0.5s or so it'll freeze for a moment). Worth noting that even while this is happening I'll have 100+ fps the entire time. I've tried everything to do with in-game settings, changing them from minimum to maximum doesn't make a difference. It's not limited to games either, with no games open something as simple as dragging a window around on the screen will have the same issue.
I'm unsure what to do to attempt to fix this, any help would be appreciated.

Might want to pass on your full system's specs like so:

OS:

Are you on the latest BIOS update for your motherboard? Which version of the OS are you on? Might also want to share the resolution at which you operate on your monitor. You could try and uninstall your GPU drivers and reinstall using the latest drivers off your GPU manufacturers support site.

SSD/HDD: 128GB SSD with OS on, secondary 500GB ssd and two 1TB external HDDs

OS: Windows 10 (latest version)

I wouldn't know how to check for a BIOS update or where to find the version.
Resolution is 1080p on two monitors.
Originally when problem first started I updated the drivers, didn't seem to help or anything, reinstalled them a couple times but still nothing.
