Question Computer is locked at 4600 MHz and rarely goes down, if at all and idles at 65-99C

I have had an issue with this CPU for a while now and my own attempts at troubleshooting have been less than successful. My CPU is a 9700k and I have tried two different coolers with this CPU to see if it's a cooler issue and that has not done anything to help. Are there any things I can look for that can be causing it to stay that high? I have tried some methods but please any suggestions would be great.

I also created a second account on my computer that caused the cpu to behave in a more normal way but anything to fix my main account has not been successful.

Have you tried clearing the CMOS on your motherboard?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
