Computer is severely underperforming

Hello internet, I'm hoping you can help me, because I'm about done with my 2000 dollar setup running like a potato.
So, here 's my story. 6 months ago I built my first ever pc. It was a good pc, but it wasn't the best. Ran games on low-medium settings, at best, but it at least worked the way I expected it.
So, like any pc gamer with too much money and not enough self control did, i upgraded. Now, I've gone from my 600 dollar reliable brick to a 2000 dollar YouTube player. Now I'm wondering if any of you can help me shed some light on this situation! To start things off here are my specs:
Cpu: Intel i5-6600K @3.5 mgz
GPU: Evga gtx 1070 black edition
Ram: Corsair vengeance led 3000 8gig x2, Gskill trident 2400 4gig x2
Motherboard: Asus z170 progaming aura
Hard drive: 1tb @7200 rpm, Kingston 240 gig ssd
CPU cooler: Deepcool captain 240
Psu: Corsair 850HXi 80+ gold
Os: windows 10 64 bit.

And that's it. With that setup, I'd think I should be able to get at least a steady 30 fps playing black ops 3, right? Wrong... I'm lucky to get 10 sitting at a menu on lowest settings, and I'm not sure why... I am using the same HDD from my old pc, so maybe it's getting some sort of an error from my old setups settings? I'm not sure, and I don't know where to start.

And yes I have tried turning off and back on again.

Did you install graphics drivers? Are you running off the Intel HD 530 or the 1070?

GeForce experience should get you what you need. You might want to use DDU first to cleanse any older drivers you might have lying around.

Here's an odd one that fixed someone else's issues: How did you install the RAM? Your RAM slots usually have two channels, and if you install the RAM into the wrong channels that can cause issues. It doesn't usually come up because most builds use all one type of RAM; for example, I went with a single set of four 8GB sticks.
