[SOLVED] Computer is underperforming really hard

I have:

Intel Core i5-4690k @ 3.50GHz 4c4t
Gigabyte Geforce GTX 1070ti GAMING 8G
MSI Z97 GAMING 3
Crucial Ballistix Sport DDR3 1600MHz 2x4GB
OCZ Trion TR150 256GB approx. 500GB/s R/W
Corsair 650W PSU

I have played games with my friends and i have noticed that my performance on my parts especially my CPU, i know it's a bootleneck but I don't really have the money for a new CPU right now. I have compared my Cinebench scores with some I found online and mine, mine are 435 on CPU benchmark while others have 600 on default clock speeds. This has been going on for a while but I cannot understand why my CPU and my other components are underperforming this much, I have looked through many threads but haven't found a single one with similare issues as me. When I installed the new graphics card I DDU'd it but it didn't make a difference. It doesn't matter what I do, it always gets the same results.

What are your CPU temps like when running cinebench? It will throttle back from its boost clock (I think 3.7ghz all cores, though I seem to remember my motherboard came with "multicore enhancement" enabled so that it boosted to 3.9 on all cores) if it gets too hot .
