computer keeps crashing

Starting this Morning my computer keeps crashing and it have to be restarted and my CPU fan has dropped to around 660 RPM and wont go any higher and I don't know if I can fix it or if I have to replace my computer

CPU: AMD Athlon X2 4600+
Video Card: Sapphire 1950X Pro
Memory: Corsair XMS2
HDD: WD Caviar Green 1Tb
Power Supply: Raidmax RX-530SS 530W

use this to read the temp on the sensor part http://www.hwinfo.com/ it is free and the other to read the minidump in plain text http://www.resplendence.com/whocrashed also if you could have another cpu for test would be great .
