Computer keeps lagging/ not responding every few seconds

so i can move my mouse freely but every few seconds my computer aside from my my mouse will stop responding... i tried reformating with windows 10 now being the only thing on my harddrive and it is still doing it... could it be a bad video card or memory.... i really have no idea what to do i tried several fixes before reformatting that did not work...

Also real quick before you do anything, go to search, type power options, change it from balanced, to High Performance.
Can you tell me your RAM, PSU, CPU, GPU, and Motherboard.

im posting from a laptop at the moment as for trying to do anything on my pc is next to impossible with the lag before i reformatted i checked temps and everything was fine im trying to download speccy now on my pc might take a bit

Your harddrives show no problems, that sounds like it could have been a harddrive going bad, Just to check can you schedule a disk and scan and attempt to recover bad sectors.

And please do the following, ill put it in a list please do everyone and let me know the results for ALL of them.
1. Only use 1 monitor, use the 1080p Monitor
2. Use a program like DEfraggler to perform a boottime Defrag, Make sure you defrag your computer.
3. Wipe the empty space using CCleaner from piriform, this will make sure anything that was on the computer before is gone and deleted for good.
4. PLease take a picture of your CPU performance over 2 mins while doing things, the graph for example.

If you need a good program for fast pictures of only certain areas and it auto uploads them please check out Gyazo its amazing IMO.
5. PLease follow step 4 but do the Following for your RAM and GRAPHICS.
This will help me identify if its a bottleneck.

7. In task manager when you go over the performance tab, bottom left, how much memory do you have free?

Can you tell me how to lag occurs and when? Also what type of lag it is, Can you click programs, can you move the mouse freely and quickly, can you access task manager? can you clock the startbar and it open? Is it a freezing? or is it a type of lag that takes a few seconds to recover, also do you hear any noise from your harddrive when the lag occurs(Very Important)

When you say 'stops responding', what do you mean exactly ? blue screen or complete freeze that it wont come out of but it still shows windows screen ?

Reason why i ask is for the past few days I was trying to figure out why my computer stopped responding a bit, screen/picture was there etc but everything else froze including the mouse cursor, things would move but it was near impossible just like you say, so I quickly figured out it was because I had the mouse wireless reciever/sender plugged into the same usb bus along with other usb things, they were all in one of those usb multi adapters and what happens is certain things need their own main dedicated usb ports on the actual pc so that they get full power, so I plugged the usb reciever into one of the pc's main usb ports by its self and like magic it worked, the other way there was too much of power draw on all the items plugged into the multi usb device, sorry if this has nothing to do with you specific problem, just thought I would ask/say, good luck.

 
Hey OP, I just wanted to inform you that you are having ram issues 80% chance thats what it is.

press the Mem ok button on your MOBO, see what it does.

Your running 2 dual channel 4gb sticks 1600mhz, the Chipset on the board supports the ram, BUT the processor you have chosen only works with 1066 or 1333 at 1.5v, ANYTHING above 1.5v will degrade the life of your sandy bridge and the Memory Controller.

To see how this can be fixed, Go into your BIOS, set ram to expert so you can change timings and multipliers. Disable XMP, Drop your ram multiplier by 1, it should go from like 8 to 6.6, this will lower the ram frequencies to 1333mhz each, now your memory controller on your CPU can handle the memory. To make it as fast, or faster then the 1600mhz ram you had it at, go ahead and go into the timings.
I have researched your ram as well for you, these are the manufacturers most stable settings for what you need.

Frequency:
685.7 MHz
CAS# Latency: 9.0
RAS# To CAS#: 9
RAS# Precharge: 9
tRAS: 24
tRC: 33
Voltage: 1.500 V

Safe and exit, reboot PC see if the lag still continues.

Link to your processor where it shows max ram frequencies included in picture.

Also PLEASE disable your Onboard Graphics, this can cause problems when the computer is trying to identify which GPU to use.

Set it from Onboard, to PCIE
Make sure your Graphics card is placed in the BLUE slot pcie 2.0 x16.

Also please DISABLE Intel Rapid Store Technology as this can use a huge amount of resources and is not needed because you do not have a SSD.
DISABLE Thermal Throttling.
 


so i changed the power settings and now it works -_- still going through with the ccleaner to thoroughly clean my hdd but seems to be working fine only thing i can think is that maybe a windows update actually changed my power settings if thats at all possible...
 


There was a windows 10 update on the 11th im pretty sure that actually caused some peoples power service to be turned off resulting in all the services and dependencies turning off. Sounds like the answer, also Take a look at my post above about the memory, if you underclock it, you will most likely even get better performance from the ram.
