Hey OP, I just wanted to inform you that you are having ram issues 80% chance thats what it is.
press the Mem ok button on your MOBO, see what it does.
Your running 2 dual channel 4gb sticks 1600mhz, the Chipset on the board supports the ram,
BUT the processor you have chosen only works with
1066 or 1333 at 1.5v, ANYTHING above 1.5v will degrade the life of your sandy bridge and the Memory Controller.
To see how this can be fixed, Go into your BIOS, set ram to expert so you can change timings and multipliers. Disable XMP, Drop your ram multiplier by 1, it should go from like 8 to 6.6, this will lower the ram frequencies to 1333mhz each, now your memory controller on your CPU can handle the memory. To make it as fast, or faster then the 1600mhz ram you had it at, go ahead and go into the timings.
I have researched your ram as well for you, these are the manufacturers most stable settings for what you need.

Safe and exit, reboot PC see if the lag still continues.

Also PLEASE disable your Onboard Graphics, this can cause problems when the computer is trying to identify which GPU to use.
Set it from Onboard, to PCIE
Make sure your Graphics card is placed in the BLUE slot pcie 2.0 x16.
Also please
DISABLE Intel Rapid Store Technology as this can use a huge amount of resources and is not needed because you do not have a SSD.
DISABLE Thermal Throttling.
