Computer keeps restarting saying System_Service_Exception

First of all, not sure if this is the right place, so I apologize in advance if it is not.

I just built a new computer, installed Windows 8.1, and tried to make the second hard drive show up in "my computer".I think I did something wrong trying to make it show up because it still didn't. In trying to get it to show up I restarted the computer thinking maybe it needed to be restarted before it would show up. However, ever since then the computer is in a cycle of restarting over and over saying the issue is System_Service_Exception. After the third restart it goes to an "Automatic repair screen" where I have the option to restart or "advanced options" and the options under advanced options are;
Continue
Use a device (Already tried putting the Windows 8.1 disc back in and running with the optical drive)
Troubleshoot
Turn off PC

I think that's what I did in trying to get the new hard drive to show up, but it still didn't. However, my current issue is just getting it to boot at all really. I can't get to log in because my computer just keeps restarting after getting to the Windows 8.1 loading screen.
 
I reinstalled everything all over. Got back in and started installing drivers for the motherboard. I installed MSI Fastboot and the computer restarted when I clicked finish. Now it's back to perpetually restarting.
