[SOLVED] Computer "lags" doing anything except gaming? ?

I'm using my computer mainly for graphics and coding (using simple text editor like: Sublime Text)

My issue:

My computer lags/stutters doing anything in Windows.
So moving the mouse around, clicking or marking up some text, the movement/response "lags" (bad) and is not smooth at all.

So I could be in my text editor coding, moving around or just writing code and the movement lags.
Imagine trying to markup some text to do a copy & paste. Just the mére movement of marking up the text, lags.

Troubleshooting:
  • Temperatures on all hardware looks good.
  • I tried activating and de-activating XMP profile in BIOS (no difference)
  • Booting the system is not lagging (it's quick and fast)
  • I tried downloading all recent Windows updates and updated drivers for GPU, CPU (chipset) aswell as updating to latest BIOS. Also updated firmware for my Samsung Pro 960 Nvme through Samsung Magician (where it also claims SSD health is "good") - so whole system should be up to date.
The WEIRD thing: If I do any gaming,- everything in-game runs flawless.

I've had the computer for 4 years and it's been running like this for 4 months.

what power plan are you running?
settings/system/power and sleep
under Related Settings, click Additional Power Settings
Performance or Balanced? Try performance

try updating gpu drivers

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

should run in xmp if you can, speeds ram up a little.

Is NVME boot drive? have you tried the samsung NVME...
