Computer management - 'Create VHD' missing

Why 'Create VHD' option is missing?
Where to find it?

First click on disk management, then right click on [strike]storage[/strike] disk management

Thanks, got it. But Why that isn't in the Computer management? And it wouldn't format the entire partition if VDH is created out of a partition, right?
