Does computer noise foam really work and if so how does it work

It depends on what you mean by "really work". It won't make it silent but it will reduce the sound somewhat. How much is dependent on what you have and how much you can use.

It absorbs sound waves before they hit the case. Your case acts somewhat like a piano sounding board - sound waves hit it and are transmitted by the case re-transmitting the vibrations to the outside.

Just be sure you don't cover any air inlets or outlets or it will cause overheating.
