Question Computer Not Displaying

Alright so I cannot get the newly built desktop to display.
Very fast here are the specs
Asus Prime B360 plus
Gigabyte Geforce GTX 1660
8 GB of RAM DDR4
I7-8700k

Notes: this is my friends computer. Some things we can narrow down right away. Its not the monitor/display cable since it will not display on mine as well.
I have taken out the GPU and plugged it into the motherboard... still no display.
The computer is booting up, lights on, fans spinning.
I have switched the RAM to make sure the RAM wasn't broken.
VGA/HDM1/DVI cables are not working.
