Computer not getting the performance it should

Recently I built my first computer, not the highest end stuff but cerainly up there. It has a gtx 970, an i5 4590, and 8gb of ram. When I first started using it, I was getting a solid 60 fps on skyrim and Fallout NV maxed out, 1080p, with mods up the wazoo. But at somepoint, not really sure when, that performance dissappeared. Skyrim runs 30 fps same with Fallout 4 and NV despite me exceeding their recommended specs. I ran my antivirus, kapersky, to see if I had map ware or something, came out blank. Ran a program to test my CPU and ram for over 10 hours, and nothing. I'm pretty inexperienced with this kind of thing, so I don't really know how to troubleshoot this problem. Can somebody tell me what are the areas and possibly programs that I should be looking at in order to find my issue. Any bit helps, thank you.

Try a clean install of your OS again - sometimes software that you installed and then uninstalled leaves remnants that can build up, causing performance issues. I would try a fresh install first, before pinning it on the hardware.

It would delete everything - take a backup (through your favourite backup program) before it and you should be OK though - since your files would be saved in the backup, for you to selectively restore whenever you need them.
 


Will rolling back to Win 7 from Win 10 produce the same results?
 


No, as all of the files would be there still. If you have a spare hard drive lying around, install windows to that and use that to do your fresh install on, keeping the other one with all your files on intact.

Have you updated any drivers recently, most importantly the display drivers? Just as I recently updated my Nvidia GTX 970 and all my games played like crap so I rolled back the driver.

I think it may be a driver problem, get 'Driver Booster' and update all your old drivers, you'd be surprised how many drivers you don't know about.
