Computer not reaching max performance. PLEASE HELP!!!

Ok I've been looking and asking for about a year now and I'm desperate at this point. On practically every game on my PC is making the CPU and RAM run at 100% and I got a Core i5 4690K. Everyone is telling me that it should run just fine. Especially with a GTX 1070. I'm getting horrible FPS on decent graphics when it should be running great. I got 8GB RAM and SSD too. The cooling is fine and I don't think anything is broken. But I'm so sick of having my computer be so slow when it should be fantastic. Every time I think I'm close to fixing it, I'm not. It just sucks and I can't deal with it anymore. I've asked so many people and they don't know what to do. PLEASE. PLEASE give me an answer.
 
"Practically every game" isn't helpful, specific ones are. "Horrible FPS on decent graphics" doesn't mean anything either, numbers are the only way anyone can actually know if anything is wrong. What operating system are you on, what drivers are you using, what does "RAM run at 100% mean (max capacity i assume?)" I mean people will try to help but there's nothing here, saying please doesn't make up for nothing being here to start working with.
 


Sorry...I'm just so annoyed and I've been through this a million times.
So for example, Battlefield 1 is barely playable on ultra. Frame drops of 10 and 20 and barely running at 50. It's only playable on medium with no light textures for 70 fps and often drops of 50 and 40 fps. I'm on windows 10. Drivers, I guess Nvidia experience. RAM Is almost at max capacity, especially if some tabs from chrome are open.
