Computer not restarting properly! Help!

So I've had my MSI GTX 970 for a few days now runs perfectly in games but it appears after installing it at certain times when I restart my computer it won't pass my motherboard intro screen and forcing me to turn off the computer fully then starting it. Which has solved the problem 100% of the time so far. This isn't a constant issue, just 1 out of 4 restarts this will occur. Also sometimes the PC will shutdown and not fully shutdown for another 3-5 minutes but this as well does not happen that often about 1 out of 100 shutdowns.

I'm more concerned about my restart issue please help!

Stuff that I have attempted to solve issue:
-Clean install GPU drivers (not through safemode though)
-Disabling Intel integrated graphics

My Build
Cooler Master HAF 912
Intel Core i5-2400
Asrock Z68 Extreme3 Gen3
Corsair Builder Series CX600 V2 600W ATX12v v2.3 80 Plus Certified
G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600
MSI GTX 970 Gaming 4G

It doesn't seem that bad but its an annoyance nevertheless so thank you for any information!
 
Solution
This may be an issue with the power supply, make sure all cables are plugged in properly, if that doesn't work if you have a cable tester you should test each individual power cable, especially the 24 pin connector and the CPU connector.

Thank you for the reply and okay I'll see if all the cables are secure and see if that helps I have no way to test the cables though. I won't be able to determine if it worked either instantly since a fresh started computer restart wont cause the issue it is weird. It usually has to be on for a while (3-5 hours) and then it will have a chance to not restart properly.

So any other suggestions of what it could be would be great too so I can try those ideas too!

I strongly believe that the issue is hardware but i think it is a loose connection since it only happens occasionally.
